Narrative:
After we took off on runway 36C after normal procedures; I called for 'flaps up.' the captain selected flaps up and we got an amber cas message 'flaps fail.' after running the quick reference handbook; we made the decision to return to the field. We declared an emergency and returned to land.

Title: First Officer of CRJ aircraft reported flaps failed to retract following takeoff. The Flight Crew performed the appropriate Quick Reference Handbook procedures and returned to the departure airport.
Narrative: After we took off on Runway 36C after normal procedures; I called for 'flaps up.' The Captain selected flaps up and we got an amber CAS message 'Flaps Fail.' After running the Quick Reference Handbook; we made the decision to return to the field. We declared an emergency and returned to land.
