Narrative:
New requirements for crossing coordinator (at phl airport) require all runway crossings to be recorded. Crossing coordinator is required to monitor local control. With all transmissions now through the headset; it is impossible to hear anyone. All transmissions on the tower frequency are heard; all coordination with approach control; all separate coordination with ground control including crossings on a different runway. With 2 ground controls working multiple airplanes; there was not a time when any of my runway crossing coordination did not overlap with some other communication. Since I felt this was a dangerous way of doing things; I stopped monitoring the tower frequency. No one has yet explained to me the reason to monitor this frequency and what my responsibilities are when monitoring. We have no effective method at this facility to address poor/dangerous situations.
