I have become aware of an issue pertaining to the signing off of paperwork where an ETOPS or extended range (er) authorization is required. We were told by supervision that given the fact that we were not an ETOPS location; we are not required to be ETOPS or er qualified.

Title: Two Mechanics report they were told by their supervisory management that given the fact they were not an ETOPS location; they were not required to be ETOPS or ER qualified when working on their B777 ETOPS aircraft.
