Narrative:
First officer landed slightly left of center for runway 22R. I announced 'my aircraft' at about 80 KTS. Started braking to make the high speed turnoff. Realized that I wasn't going to be able to safely make that high speed. Plane wasn't responding to inputs to move back to the centerline to continue roll to the next high speed turnoff. Started braking more but that and the tiller inputs felt like we were on ice. Right rudder was also ineffective. We exited the runway and stopped on the runway's left shoulder. Aircraft was unresponsive to tiller inputs. I noticed a caution message 'steering inoperative' was showing on the EICAS screen when we had come to a stop. I was 'heads up' after the 'spoilers green' call and I am not sure when the caution message appeared.
