Narrative:

I was working local control at centennial airport where the winds were generally about 130 degrees at 10 KTS with some variability. Runway 10 is usually not used for arrivals due to the airport configuration and airport authority request. The husky called me inbound and requested to land runway 10 due to the winds. The supervisor called the centennial airport authority to coordinate the landing of 1 aircraft on runway 10. While we are landing runway 10; the airport authority is unable to use a service road just west of the approached end of runway 10 and must also contact ground control to proceed on taxiway a as well which lies just to the west of the service road. We were to inform the airport authority once the aircraft landed runway 10 so that they can utilize the service road again. The aircraft was cleared to land runway 10 as he approached the airport. As the husky turned a close-in base to final; 3 vehicles entered the service road and were stopped just shy of the runway centerline by the ground controller as the husky passed over the road. I warned the husky of the vehicles who were below him and he stated that he had them in sight. I did not issue a go around because the vehicles were not on the runway and the aircraft was visually high enough from my perspective that a safe landing on the runway was not a problem.
