Narrative:

In 2/88 I was a passenger on air carrier flight from acapulco to hou and the following events took place. Passenger were allowed to mill around the rear of the aircraft and smoke in the aisles (these passenger were not in line to use the restrooms). As we were taxiing to the jetway, the plane stopped some 20' away. The pilot turned off the seatbeat sign and the passenger immediately got out of their seats and began to get their carry on luggage. The pilot then pulled to the jetway with passenger standing in the aisles.
