Narrative:
After flaps 1 degree takeoff; flap handle retracted to up. Flap indicator showed flaps 1 degree and leading edge device overhead panel indicated leading edge flaps and slats still extended. Turned autopilot on; did after takeoff checklist and climbed out at 220 KTS. Flap indicator showed no split but flaps stuck at 1 degree. Flaps were unresponsive to flap handle movement. Continued climb to 17;000 ft; notified dispatch; and reviewed 'flaps trailing edge disagreement' irregular. Talked to dispatch and maintenance over the radio. Cycled flap indicator cbs as per maintenance with no result. Discussed with dispatch about return to ZZZ. Notified flight attendants and passengers about intent to return to ZZZ. Had flight attendants do cabin advisory. Checked landing distance required; discussed overweight landing and completed 'flaps trailing edge disagreement' irregular. Did not declare an emergency. Landed flaps 15 degrees using alternate operation; runway xxl with an overweight condition of 11;400 pounds. Smooth touchdown in calm winds; VFR day.
