Narrative:

Departed ord via ORD3 departure to cmsky initial fix. While climbing out at 250 KTS; chicago departure control told us to resume normal airspeed. I replied that we were not given any speed restrictions. Chicago replied that the 250 KT speed restriction was charted on the ORD3 departure. No deviations occurred; just an embarrassing radio exchange as I realized that we had missed seeing the charted speed restriction. How did this happen? Let me recap. The day before; I inserted the latest change into my airway manual. I noted that the ORD3 departure was replaced. I saw that the 250 KT speed restriction I the upper right-hand corner of the deleted page was not replaced on the current page. I also noticed that the initial climb restriction box was not changed. However; I did miss the fact that the 250 KT restriction is now buried deeply within the chart itself (more on that later). The next day while reviewing the flight plan prior to departing ord; I read the NOTAM concerning the 250 KT speed restriction. This NOTAM was dated nov/08. I assumed (I know; never assume) that since the page had just been changed; that our company dispatch was just behind on removing the NOTAM. The point of this report is that in its current format; the ORD3 is a disaster waiting to happen. The 250 KT speed restriction note is located in such an obscure place that it is very easy to miss. The note needs to be moved to the initial climb box or to its former location in the upper right-hand corner of the chart. If it is not going to be moved; then the box surrounding the note needs to be made extra bold; or have arrows extending from the boxed note to the affected fixes.
