Narrative:
During initial climb; the pilot flying noticed the primary pitch trim control was not operating normal and was jammed. The pilot not flying concurred with the finding. Power and airspeed were reduced and control pressures lessened. As airspeed was reduced; the pitch trim became intermittent. The emergency checklist was reviewed and the crew determined to return to the departure airport. Due to a concern of control pressure forces; the aircraft was landed in the flap 15 degree configuration. The passengers were briefed on the emergency. An emergency was declared and a landing was made uneventfully.

Title: CE680 flight crew experience jammed stabilizer on departure and after consulting emergency checklist; return for uneventful flaps 15 landing.
Narrative: During initial climb; the Pilot Flying noticed the primary pitch trim control was not operating normal and was jammed. The Pilot Not Flying concurred with the finding.
