Narrative:
While taxiing in aircraft with limited visibility; pilot in command saw a runway light pass under right wing. Heavy braking applied and tail lifted from ground. Prop struck ground as aircraft stopped. The light were a cluster of three runway end markers for an intersecting runway. They are an above ground obstruction in an otherwise clear concrete taxiway at approach end of runway 05; marking runway 14 and a hazard to ground ops.

Title: SMA pilot reported exposed runway end lights at convergence of departure ends of Runways 14 and 5 at VVS are a taxi hazard.
