Narrative:
I was flying on a single ship flight from dsm to fsd. The clearance was direct abq with an intermediate level off at FL250. I was subsequently cleared to FL330 (this is the clearance that is in question). As I was passing FL310 abq center asked for my altitude. I reported passing FL310 for FL330. They responded that I had only been cleared to FL260 and told me to level at FL310. I pushed over to FL310 and leveled there. Center then called me 300' low and told me level at FL310. I reported level at FL310 as was indicated on my altimeter, and then climbed 100' to avoid any complications. Approximately 10 mins later center called and gave me a telephone number to call upon my landing to discuss a possible violation. When I called the controller informed me that I was being violated for being below FL310 and breaking minimum altitude sep with traffic at FL290. Possible cause: altimeter lag from rapid descent back to FL310.

Title: FGT MISINTERP ALT ASSIGNMENT, CLIMBED THROUGH ALT AND CREATED LESS THAN STANDARD SEPARATION WITH ANOTHER ACFT.
Narrative: I WAS FLYING ON A SINGLE SHIP FLT FROM DSM TO FSD. THE CLRNC WAS DIRECT ABQ WITH AN INTERMEDIATE LEVEL OFF AT FL250. I WAS SUBSEQUENTLY CLRED TO FL330 (THIS IS THE CLRNC THAT IS IN QUESTION). AS I WAS PASSING FL310 ABQ CENTER ASKED FOR MY ALT. I RPTED PASSING FL310 FOR FL330. THEY RESPONDED THAT I HAD ONLY BEEN CLRED TO FL260 AND TOLD ME TO LEVEL AT FL310. I PUSHED OVER TO FL310 AND LEVELED THERE. CENTER THEN CALLED ME 300' LOW AND TOLD ME LEVEL AT FL310. I RPTED LEVEL AT FL310 AS WAS INDICATED ON MY ALTIMETER, AND THEN CLBED 100' TO AVOID ANY COMPLICATIONS. APPROX 10 MINS LATER CENTER CALLED AND GAVE ME A TELEPHONE NUMBER TO CALL UPON MY LNDG TO DISCUSS A POSSIBLE VIOLATION. WHEN I CALLED THE CTLR INFORMED ME THAT I WAS BEING VIOLATED FOR BEING BELOW FL310 AND BREAKING MINIMUM ALT SEP WITH TFC AT FL290. POSSIBLE CAUSE: ALTIMETER LAG FROM RAPID DSCNT BACK TO FL310.
