Narrative:

We received an ACARS message from dispatcher that we were to return to our departure airport due to a maintenance issue. Apparently; maintenance installed an incorrect part and we could not proceed on our transoceanic. We were instructed to declare an emergency and make an overweight landing. We dumped fuel and landed about 30k pounds overweight. No big deal. I am writing this NASA report because the captain said he had some previous issue with the FAA concerning overweight landings. The captain did not trust the FAA or our air carrier to exclude us in their turf war over the issue of overweight landings.
