Narrative:
County vehicle conducting field checks complained to tower about holding on taxiway due to aircraft arrs and departures. Vehicle wants opposite direction up taxiway that is only access to active runway. Eight jet aircraft on taxiway, some with release and clearance void times. Assistant manager and manager have told me (area supervisor) I should give priority to vehicle over aircraft movements. We disagree on this point and my rating reflects this point. I am being told to delay the aircraft required to clear aircraft to an unusable runway. (Runway unusable while vehicle is on it. XA13Z county conducts another field check. Our SOP requires they do it in opposite direction to flow operation traffic. County does not do this county gets upset when we request it and they complain to manager of facility. Controller can not comply with SOP. XA30Z. Small aircraft IFR, lands runway 4 and told to turn right on taxiway. Missed taxiway and told to turn right on next taxiway, make right turn and stops just off side of runway. Air carrier large transport landing runway 4. Small aircraft then makes left turn and taxies to next intersection to clear, all the time ground controller is telling him not to turn left. Aircraft does not reenter runway, but is very close to edge. XB30Z. Medium large transport X requests taxi instructions from gate. Issue route of B and to hold short of runway 10. (Runway 4, 7, 10 in use). Ground control observed aircraft start out taxiway C and aircraft told to stop due to opposite direction medium large transport Y exiting runway 4 at high rate of speed. Medium large transport X reclred via taxiway C, and D to hold short of runway 10 from on D. Medium large transport X advised ground control he is now going opposite direction medium large transport Y exiting runway 4 at high rate of speed. Medium large transport X reclred via taxiway C, and D to hold short of runway 10 on D. Medium large transport X advised ground control he is now going to cross runway 10. Ground control had not cleared aircraft across runway 10 at this time, but had made necessary (7110) coordination with local control and cleared aircraft across runway 10. Aircraft captain not complying with any ATC instructions whatsoever. Unprofessional and unsafe to all aircraft operating in NAS system. XC10Z. Small aircraft, closed traffic runway 7. Touch and go traffic being conducted in the rochester arsa. Aircraft given two control instructions to separate FM departure traffic on runway 4 and runway 7. Aircraft did not acknowledge instructions and turned right base for runway 7. In psn delayed five minutes, small transport in psn another runway delayed four mins. Small aircraft sent around and resequenced in traffic pattern. Aircraft pilot called on phone and said he never heard control instructions something was wrong could not comply with ATC instructions. I consider this unsatisfactory operation. Touch and go traffic in arsa environment questionable. I am the area supervisor all these incidents are known to supervisor. Facility management does not consider these reportable events. I believe they impact the NAS system and should be handled formally. Again I am at odds with my supervisor. I can not carry these items further because I fear retaliation.

I BELIEVE THEY IMPACT THE NAS SYSTEM AND SHOULD BE HANDLED FORMALLY. AGAIN I AM AT ODDS WITH MY SUPVR. I CAN NOT CARRY THESE ITEMS FURTHER BECAUSE I FEAR RETALIATION.
