Narrative:

Wheel chocks were requested due to hot brakes on the incoming flight. Chocks were put in place by ground personnel and the parking brake was released. Approximately. 15 minutes later (5 minutes prior to push back) the chocks were removed unsolicited and without ground personnel notifying or coordinating with the cockpit. The parking brake was reset only after I noticed a ramper walking away with my wheel chocks (I had the first officer verify that those were indeed the chocks that were on my plane). Personnel were still loading bags; a loading belt was still in position on the right side of the aircraft; and the jetbridge was still in position at door 1L. This event did not cause any damage; however the potential for unplanned aircraft movement was very great- with the added potential of causing personal injuries and damage to the aircraft. I notified operations on the radio prior to taxi out.
