Narrative:

May 2009; replaced nose landing gear tires on a B767 aircraft. Two days later; I was informed by supervision that washers on nose landing gear tires were found missing at an international station. Counseled by supervisor and reviewed maintenance bulletins and crew briefing. I am willing to participate in any further investigation. Unsafe and unreliable tools that are too complicated. Axle wrench difficult to use and kept slipping off retaining nut.
