Narrative:

Pushed off gate for flight; after second engine start second 1 fault. Contacted maintenance control and could not resolve the issue. Taxied back to gate for maintenance to fix. MEL 27-94-01 second 1 fault; as well as 22-99-01 down grade CAT I. Gate agent needed the gate and closed the door 2 times before everything was done. Crew had to complete a long checklist and could not get through it in time. Maintenance person collared elac 1 instead of second 1. Finally fixed the problem and we were ready to go. We were thinking about takeoff performance and new numbers with dispatch; since we had some inoperative spoilers. After takeoff ECAM fctl second 1 fault circuit breaker tripped on overhead panel. Tripped right elec bay. Speed brakes inoperative landing distance procedures apply; at 10000 feet. Climb checklist packs only 1. Pulled out the MEL book found in MEL 21-52-01 packs item speed brakes must operate normally. Leveled at FL340 called maintenance control and said I don't believe we should be up here. They said we were good to FL370. We told them to read the MEL. We then said we have an extra 7.3 on the gas and if weather is good we would like to fly at a lower alt. We then requested FL280. We felt this was good and we landed with 5.0. Put in the MEL 27-94-01 not with one pack. If we had the second 1 problem first then the pac fault we would have caught it.

Title: A319 crew experienced SEC 1 fault and returned to gate for maintenance action. Aircraft would not pass detailed MEL preflight procedures. Maintenance had collared ELAC 1 instead of SEC 1. After takeoff ECAM announced SEC 1 FAULT SPD BRK DO NOT USE; single PACK operation restricted flight to FL310.
