Narrative:
I descended an aircraft from FL350 to FL240. There was an aircraft at FL340 that I did not have a hand off on that was opposite direction. When conflict alert went off I turned the aircraft I was controlling to avoid an error.

Title: ZDC Controller described operational deviation at FL340; when adjacent sector failed to properly complete coordination/hand off; resulting in near loss of separation; reporters timely turn instructions prevented an operational error.
