Narrative:
On an far 135 flight from madison, wi to chicago (miegs field) the first officer violated the O'hare TCA while flying under VFR. I did not discover the error until we were already in the TCA. When I asked the first officer if he knew he was in the TCA he said we were not because he believed the open area in the TCA around the palwaukee (pwk) traffic area extended all the way through the TCA. I told the first officer to turn out of the TCA and increase rate of descent. The first officer is a current 135 captain on the same type of equipment and a current 135 first officer on an small transport. He was not a current 135 first officer in our company employ at the time. The first officer did not believe me about the violation until I pulled out a current TCA chart and showed it to him. His response then was not to worry nothing would be done about it.
Original NASA ASRS Text
Title: SMT ENTERED ORD TCA WITHOUT ATC CLRNC.
Narrative: ON AN FAR 135 FLT FROM MADISON, WI TO CHICAGO (MIEGS FIELD) THE F/O VIOLATED THE O'HARE TCA WHILE FLYING UNDER VFR. I DID NOT DISCOVER THE ERROR UNTIL WE WERE ALREADY IN THE TCA. WHEN I ASKED THE F/O IF HE KNEW HE WAS IN THE TCA HE SAID WE WERE NOT BECAUSE HE BELIEVED THE OPEN AREA IN THE TCA AROUND THE PALWAUKEE (PWK) TFC AREA EXTENDED ALL THE WAY THROUGH THE TCA. I TOLD THE F/O TO TURN OUT OF THE TCA AND INCREASE RATE OF DSCNT. THE F/O IS A CURRENT 135 CAPT ON THE SAME TYPE OF EQUIPMENT AND A CURRENT 135 F/O ON AN SMT. HE WAS NOT A CURRENT 135 F/O IN OUR COMPANY EMPLOY AT THE TIME. THE F/O DID NOT BELIEVE ME ABOUT THE VIOLATION UNTIL I PULLED OUT A CURRENT TCA CHART AND SHOWED IT TO HIM. HIS RESPONSE THEN WAS NOT TO WORRY NOTHING WOULD BE DONE ABOUT IT.
