Narrative:

Ceiling reported broken 2500 ft; 3500 ft overcast. Proceeded on course 2400 ft MSL 15 NM when ceiling dropped quickly. Executed 180 degree turn to return to my departure airport -- found IMC behind us as well. At 2400 ft MSL; descended to 2000 ft -- still IMC. Highest obstacle in area 1871 ft; so we stayed in IMC at 2000 ft. Requested ceiling advisory from approach -- 1600 ft for nearby airport and departure airport.. Flew GPS approach to my departure airport to safe landing. Did not get IFR clearance from approach while in IMC -- distracted by concern of IMC all around.

Title: SR20 pilot reports departing in marginal VFR conditions to discover the ceiling getting lower. A 180 degree turn reveals the ceiling low for the return. Reporter enters IMC without a clearance and returns to departure airport for a successful GPS approach.
