Narrative:
While working the athens radar position air carrier X and air carrier Y came to be approximately 3.5 miles laterally separated and 600 ft vertically separated. Part of the reason for this was due last minute re-routing of iad traffic because ZNY refused to accept the overseas traffic on normal routes via sax. Air carrier Y was on a heading direct to hnk at FL340 in conflict with air carrier X landing jfk over alb. I descended air carrier Y as soon as FL330 was made available. This error occurred while working approximately 10 to 14 aircraft. Once I had established a positive rate of descent I turned air carrier Y left 30 degrees and air carrier Y right to a heading of 270 to re-establish lateral separation. After establishing separation both aircraft were put back on course.
