Narrative:
The missed approach procedure for the ILS 14 (21-1) in aex is incomplete or very confusing at best. The missed approach procedure states 'climb to 2000 direct to the VOR.' when queried; many pilots think since there is a holding pattern depicted at gugem; the correct procedure is to climb to the VOR then proceed to gugem and hold! When asking polk approach for the correct procedure or at least what they 'expect' a no radio aircraft to do; they responded; 'it has been brought to our attention before; our upper management knows about it and hasn't addressed it yet. Would you like alternate missed approach instructions?' (the controller didn't even know what course of action an aircraft executing a missed approach would take). I feel this needs to be addressed with commercial chart provider and corrected immediately.

Title: A pilot commented that the missed approach procedure for AEX is not specified beyond AEX and pilots incorrectly assume that a holding pattern depicted is for missed approach holding. Reporter suggests chart makers need to build a proper missed approach procedure.
