Narrative:

Was flying at 3000 feet MSL on vectors to sgr under houston approach control. We noticed a TCAS target converging. The apparent VFR traffic was in a climb right through our path. After sighting the airplane we contacted approach and he confirmed the target and said he had just picked up the traffic and never received a conflict warning from his station. I immediately initiated a steep climb over the traffic which appeared to be a light aircraft. Had we not had TCAS I'm uncertain whether we would have spotted this aircraft in time.
