Narrative:
On climb out of mkc squawking 1200 code, I turned west. I was VFR and about to call for a TCA clearance. I was distracted by a surging turbo. After completing that task and calming my passenger that everything was ok, I had entered the south part of the mci TCA. The tower at mkc called and warned me and gave me departure frequency. I called departure and squawk code given. They cleared me through the TCA. I would have requested clearance through the TCA if I had not been distracted with an engine problem. At no time was safety compromised. Callback conversation with reporter revealed the following: was advised by FSDO to forward the ASRS report which in turn would be forwarded to FAA. Advised no reports from ASRS are forwarded to FAA until they have been processed and deidented. Admits he is not as familiar with TCA as he should be, and he did not have a current NOAA TCA chart on the aircraft. 95% of his flying is IFR.

Title: PENETRATED THE TCA WITHOUT CLRNC DUE TO DISTR FROM SURGING TURBOCHARGER.
Narrative: ON CLBOUT OF MKC SQUAWKING 1200 CODE, I TURNED W. I WAS VFR AND ABOUT TO CALL FOR A TCA CLRNC. I WAS DISTRACTED BY A SURGING TURBO. AFTER COMPLETING THAT TASK AND CALMING MY PAX THAT EVERYTHING WAS OK, I HAD ENTERED THE S PART OF THE MCI TCA. THE TWR AT MKC CALLED AND WARNED ME AND GAVE ME DEP FREQ. I CALLED DEP AND SQUAWK CODE GIVEN. THEY CLRED ME THROUGH THE TCA. I WOULD HAVE REQUESTED CLRNC THROUGH THE TCA IF I HAD NOT BEEN DISTRACTED WITH AN ENG PROB. AT NO TIME WAS SAFETY COMPROMISED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: WAS ADVISED BY FSDO TO FORWARD THE ASRS RPT WHICH IN TURN WOULD BE FORWARDED TO FAA. ADVISED NO RPTS FROM ASRS ARE FORWARDED TO FAA UNTIL THEY HAVE BEEN PROCESSED AND DEIDENTED. ADMITS HE IS NOT AS FAMILIAR WITH TCA AS HE SHOULD BE, AND HE DID NOT HAVE A CURRENT NOAA TCA CHART ON THE ACFT. 95% OF HIS FLYING IS IFR.
