Narrative:
Just after takoff approximately 1300ft we noticed a very light haze and a smell in the cockpit. At almost the same time the flight attendents reported smoke in the cabin. Hearing this the captain said we're returning. I notified ATC who acknowledged and gave vectors for an ILS. No ECAM warnings were present so we set up the approach ran the approach checklist and configured the aircraft for approach and landing. We issued ATC passenger count and fob and requested ground personal. I made a quick call to operations once we were configured and all checklists were accomplished to advise them of our return. After landing we taxied off high speed and came to a complete stop at which time ECAM message pack 1+2 fault. We performed ECAM actions. Ground crew observed the aircraft and we were cleared to taxi to the gate.

Title: A light haze and an unusual smell were detected in an A319's cockpit and cabin immediately after takeoff. An emergency was declared and the flight returned to land. The ECAM displayed 'PACK 1+2 FAULT' after landing and clearing the runway.
