Narrative:

On the honie arrival into atl; we were given a speed of 290 kts from atlanta center. We then contacted approach control at 12;000 ft and he never gave us another speed. We were downwind on the arrival for runway 28. ATC asked us what our speed was. I had slowed to 250 kts because I had never been given another speed and I knew we should be descending below 10;000 ft by now. The controller was very busy. He told us we were given instructions to comply with the speeds on the arrival. We were never given anything other than 290 kts which supersedes the speeds on the arrival. ATC said we still have to comply with the speeds on the arrival which is wrong if you are given a speed. If we were given a different speed; we never heard or acknowledged it. ATC asked us our speed and we told them which they said was wrong. ATC said we were given a different speed instruction and we were not.
