Narrative:
There is no longer an acceptable way for pilots to reach the ramp at ogg to perform a preflight walk around. The current procedure is to have an agent open the door going out and a ramper going back up. With both the gate and ramp understaffed by cuts; they do not have enough time to assist the pilots in a timely manner. This results in unsafe interruptions to preflight duties for pilots. On my last trip; my cockpit set up was interrupted because the agent wasn't available to open the door earlier. If I had waited to start my set up until after my walk around; it would have resulted in a departure delay. The only other domestic airport that requires a second person to open the door to the ramp is jfk and they have a dedicated security person that waits at the door for pilots. The situation at ogg needs to be corrected to avoid an omission related accident or incident.
