Narrative:
At the FAF on the ILS; called for gear down; managed speed; final descent checklist. Once the landing gear handle was down; the gear indicator lights were out and there were no gear indications on the lower ECAM screen except for the landing gear doors; which were indicated in amber. Flew a low approach; where the control tower stated that the gear doors were open; but no gear indications. Accomplished a missed approach to avoid flying over prohibited area. At 2000 ft and a heading of 090; captain assumed control of aircraft and I became the pilot not flying. We coordinated with ATC to divert and declared an emergency. Sent dispatch an ACARS to notify him of our situation and divert. Accomplished gear alternate extension ECAM instructions and followed up with checklist. Flew the ILS to an approach and landing. Accomplished the after landing checklist and the tow in checklist.

Title: An A320's landing gear did not extend when the gear handle was lowered. A go-around was accomplished followed by a diversion to a nearby airport and an emergency declaration. The gear extended with the Gear Alternate Extension Checklist.
