Narrative:
I work as one of the airport duty officers. My job description includes many items; but one of them includes airfield inspections twice a day (one in the morning and one at night) to meet FAA 139 compliance. I initiated the evening inspection at taxiway A-4 after contacting the ATCT ground for clearance. I was giving a clearance to 'turn left on taxiway a and to hold short of runway 14-32 on a'. I complied at was given a further clearance with a clearance limit to 'cross runway 14-32 at a and continue down a then down runway 5 and to hold short on runway 5 at 14-32 intersection'. I read back the clearance and continued down a and down runway 5; but I failed to hold short of runway 14-32 (the active runway). ATCT ground verbally stopped me before entering the runway; but I was already in the runways' safety area within the 250 ft mark. I did check for traffic looking both ways before making my mistake to ensure there was no potential traffic incursions around. I was again verbally spoken to by the ATCT of my mishap and the consequences that could have followed if there was traffic present. I apologized for my actions and that was all I heard from them.
