Narrative:
Enroute while installing sun shades; I noticed my left-2 (L2) window; high voltage electrical connectors were missing some insulator caps. In checking the other windows; we found right-2 (R2) window had a damaged insulator cap exposing electrical terminals. In following through on the computer logbook entries; I noticed both windows missing insulator caps were deferred per the nonessential equipment and furnishings (nef). How can an aircraft be dispatched on an nef for exposed high voltage connectors?
