Title: An A319 developed a moderate airframe buffet climbing through FL240 at 320 KTS. An emergency was declared with a diversion to a nearby airport. Maintenance later isolated the vibration to the elevator servos.
Narrative: While climbing through F240 we experienced moderate buffeting whose source could not be identified. Declared an emergency and diverted. Mechanical problem with the aircraft.
