Narrative:

August 2009; a B737 classic aircraft was removed from service due to a APU fire loop issue. It was scheduled for a flight to ZZZ; so the aircraft was full of fuel. That evening while the fire loop was being worked; a fuel leak was noted at approx 0300. Shortly after; we removed three lower wing panels to verify where the leak was. At approx 0400-0430 we had found the source and classified it. Between 0430-0500 the supervisor on duty claimed that a vendor was coming to repair the tank. So at that time we cleaned up and put our equipment away. Approx thirty hours later; the vendor showed up. In ZZZ1 there are at least three people who are qualified to accomplish this job. During the time the vendor was working on the tank; not one of the qualified people was asked to follow up or keep track of the work or paperwork that was being accomplished. On a subsequent morning after working all night on other projects; supervisor asked me to sign off; as inspector; the 'ok to close' (signature) block on the job card for (fuel tank entry permit). I expressed that I was not comfortable with that; at that time; due to the lack of participation in the project. For the remainder of my shift; both supervisors continually approached and questioned me to sign the paperwork. A couple of those confrontations where seemingly hostile and threatening. The director of maintenance expressed; his disapproval of my concerns. Shortly after that; I reviewed the paperwork and found numerous discrepancies. The vendor team was made up of two technicians and one inspector. On the job card; in numerous locations; the vendor inspector signed as inspector and/or technician. Furthermore; at least four (signature) blocks; prior to the 'ok to close' block; were not signed. The 'ok to close'; on the original job card; was signed by the vendor inspector. When this was brought to the attention of the day shift supervisor (who had just arrived for his shift); he began co- signing the technician blocks; without the vendor present to verify what work had been accomplished or not. On the original job card; my manager; lined out several of the inspection blocks signed by the vendor inspector; to include the 'ok to close' block. I believe they intended to have me sign that job card. At that point; management proceeded to print a duplicate job card and sign every block where the vendor was supposed to; without the vendor or any one who witnessed the work being performed; present. Under duress and fear of losing my job I was coerced into signing the reprinted job card; several inspection blocks to include 'ok to close' and the initial vapor readings. I was not on duty to witness the initial vapor readings; and this block had been signed off; on the original job card; by the vendor inspector. After all this had taken place I was asked to stay another four hours for a leak check; but I declined due to I was already over sixteen hours on the clock.
