Narrative:
Before getting in the aircraft all preflight duties had been accomplished by the co-pilot and IFR clearance obtained along with the ATIS and performance data run. Before starting engines I had checked the airport diagram to get information on taxi route and noted that the only thing on the route to runway 28R was the ILS hold line at the end of the run-up area. Engines were started and before taxi checklist had been accomplished. I had informed the co-pilot that we were ready for taxi and asked him to inform ground that we are ready to go. Clearance to taxi to runway 28R had been given. After turning east onto alpha we were heading into the sun and vision on my left side forward window was reduced by sun glare. I asked for the taxi checklist and during the taxi while accomplishing required items and aircraft was picking up speed and going down hill. I noticed that a cessna was coming out of the run-up area and I began to slow the taxi speed down and wondered why I had not heard his taxi instructions to the other aircraft on ground. I informed the co-pilot to switch to tower and I focused on the cessna in front of me. I started to slow to a stop and heard part of the cessna instructions as we crossed the ILS hold line that was on the chart behind the cessna and came to a stop well behind where I remembered the hold line was. I was informed by tower that I had crossed my hold line for runway 28R. I was confused because I had not seen the hold line and started to turn the aircraft around. The co-pilot stated that he had not seen the hold line only the ILS hold line. After back taxiing to the run-up area I realized that the ILS hold line had been changed a hold line; and with the sun to my back I could see the sign clearly set back away from the taxiway. Then we were instructed to hold short of runway 28R. The cessna departed and then we were given a number to call for a possible pilot deviation. After being cleared for takeoff I listened to the ATIS and at the end of the long list of remarks about a restricted area giving multiple radials and DME information was the remark that the hold short line have been moved.
