Narrative:

I did a normal pre-flight and run-up. No water in fuel; and I was using the left tip tank which was full. The right tip tank was also full; and each main had a small amount of fuel in it.T the plane accelerated quickly and no problems where noted. I was doing a practice short field takeoff. Just after I went from 20 degrees flaps to 10 degrees flaps; I experienced an engine stumble then stoppage. Altitude when noted appeared to be about 300 feet. I executed the proper procedure at that point. I landed off field in a parking lot.
