Narrative:
Nose gear failed to extend (no light indication) I declared an emergency and landed per emergency procedures. One passenger; no injuries or damage other than to the aircraft. The FAA identified incorrect information on the airworthiness certificate. The aircraft registration number was changed by the prior owner and the certificate was never changed to identify the new registration number. I met with FAA representative at the local office. They advised me that the FAA; all ia (inspecation authorization) representatives and owners of the aircraft were in violation and that since everyone was wrong for the last 20 some years; that no action would be taken. They issued me a new airworthiness certificate at that time. They also were concerned with the ia that did the annual and advised me about how they prefer the log books should be filled out. The same FAA representative advised me that no action would be taken.

Title: A Piper Arrow (PA28) landed after the nose gear failed to extend because of a malfunction. During the subsequent FAA inquiry; it was discovered that the aircraft's registration number had been changed but the Aircraft Certificate was not changed to reflect the new number.
