Narrative:
On arrival I was cleared the visual for runway 27R. After turning final I was asked if I could accept runway 27L. I accepted. On short final I noticed some small animals running across approach end. As I went to advance throttle; the left throttle stuck. We landed on the taxiway after visually confirming it was unoccupied.
