Narrative:

This was a dead head flight on a commuter aircraft from sfo to ZZZ. Over concord; ca; approximately 15 minutes from departing sfo; the left engine is shut down for bleed duct leak warning. Captain makes PA and states we are returning to sfo. This surprised me since the nearest suitable airport was oak. Aircraft then proceeded over the san francisco bay; single engine; and entered a wide right downwind leg and extended base over the san mateo bridge for runway 28L at sfo. This took approx. 15 minutes. Flight was escorted by crash fire rescue equipment to the gate after landing. The flight crew did well securing the left engine per flight manual requirement but I feel they should not have taken this aircraft over a large water area when oak was the closest airport.

Title: A dead heading flight crew faulted the commuter airline flight crew for returning to their departure airport instead of landing at a nearer suitable airport after securing the left engine due to a bleed duct leak.
