Narrative:
Prior to departure we found the first officer's window heat connector cover missing and placarded as such. My problem is that it's not in the MEL and was placarded under the non-essential equipment and furnishings (nef)procedures. The sign off was; 'safety cover missing from first officer's window heat connector' nef 30-40A. I informed the captain this item was not in the MEL and asked how can a part printed with 'high voltage' and listed as a 'safety cover' be considered as non-essential. The captain's response was 'it must be ok they signed it off.' my response was since when does an airline use electrical tape to cover high voltage connections and it's ok. No reply. Do you really want to go with this placard? No reply. I said ok; I'll just file a report.
