After performing #3 service check; per service check paper work; I was informed that (2) tire stem valves were 'backed out' and air was leaking from the stems. And that there were tires 'out of' service limits.

Title: A maintenance Technician failed to properly secure tire valve stems during a service check resulting in a flight delay.
