Narrative:
I was notified that class 8 hazmat (corrosive) was being boarded on our aircraft. I went down to the ramp to inspect the package and discovered that the box was soaking wet and one corner of the box was delaminated. Advised ramp and ops that I would t be able to transport hazmat with the box in the condition it was in as I was unable to determine if box was wet due to rain or whether the contents of the box were actually leaking from inside. Before I could officially refuse the shipment I was advised by operations that the package must be on board as it contained an adhesive needed by destination maintenance for an overnight repair. Shipment was repackaged and upon inspection the package was boarded and we departed 24 minutes late. This time the cardboard box was wrapped in a clear plastic bag which prevented the rain from damaging the box.
