Narrative:
While performing touch and goes at X59; on runway 32 making left traffic with no other traffic in the pattern; someone had asked for a radio check which we responded to. Also; there were a few unreadable transmissions on the frequency. On climb-out of the 3rd touch and go to pattern altitude of 1000 ft; at 700 ft the high wing single engine was on a direct course for us off our right wing. At the time the instructor was about to simulate an engine out for the student. The instructor took evasive action and descended immediately to avoid conflict. The high wing single engine then proceeded to enter the downwind and make a full stop only making a call in the downwind after entering the pattern. The other pilot followed improper procedures to enter the pattern and never made any effort to avoid the collision.
