Narrative:
During a training session on R3; we cleared a VFR small aircraft (small aircraft) for the ILS runway 10. Soon after clearance delivery called for a release off of odo for a IFR departure. The trainee then released the IFR departure. The aircraft was given departure instructions when entering controled airspace; fly heading 180 and maintain 5000ft. MSL. The aircraft contacted us on a northernly heading climbing out of 4000ft. He was then given instructions to turn left heading 270. At this time; aircraft appeared to get as close as 3.4 nm. Maf has a procedure in place that an IFR aircraft released from a satellite airport must be protected at least 7 NM in diameter around the airport and 5000 ft and below. Trainer must at all times be alert of the actions of even a good trainee. Don't assume information but verify it. Trainer must make a constant effort to listen to trainees and pilots. I also believe procedures need to be evaluated and validated.
