Narrative:

This is in reference a new paragraph 7-11 added to the dfw 7110.65. The procedure is for ground control to place a red runway crossing device or strip in local control's strip bay while crossing a departure runway. I understand the concept but the actual implementation has morphed into a monster. Instead of the ground controller placing the strip; management has said just don't cross unless there's a red strip in the bay. Anyone close enough to reach the strip is taking it upon themselves to place that strip in local control's bay. Its distracting and confusing to know when the crossing has been completed. Do away with the crossing strips and train the newer ground controllers how report clear of the runway when crossing. Getting back to the basics of air traffic control and teaching good operating practices will fix a lot of the ills of this agency.
