Narrative:
Worked on woodside finals during heavy soia operations; then received a restroom break; then worked on foster final position. Two other controllers went over 2 hours on position. We also had an flm assigned to the area who was not qualified in our area so our regular flm could work traffic and we would have enough to staff for soia. It is unsafe and illegal to have someone assigned to the area; especially during busy periods; who is not qualified to work our traffic. With the massive amounts of aircraft we worked; holdover ot (overtime) should have been used and at least one other cpc called in for ot. They must have known about the traffic volume coming...recommendation; get us more qualified people with experience!! We are the busiest and most complex area.
