Narrative:
I was in the process of decombining second 25 mxe from second 27 mdt. Widebody transport X departure phl going mxe mxe 278 J48 EMI to cun came over 130 phl approach. Controller cleared him to 100 and did not catch the readback when pilot said climbing to 130 and turned him over to my frequency (135.45) widebody transport X called on climbing to 130 I did not catch it and thought he said climbing to 100 which is SOP. I first noticed it when widebody transport X altitude showed 400 ft above assigned altitude I immediately told widebody transport X to maintain 100 with no acknowledgement. I saw he continued to climb and again told him to maintain 100 he was past 110, I turned him to a 340 degree heading and told him he was cleared to 100 only he then advised me that phl departure control climbed him to 130, it was then too late, minimum separation had been lost with mdt Y departure hpn going mxe V378 balance dca at 120. Mdt Y was over mxe at 120 when widebody transport X was over mxe climbing to 130. Aircraft passed with 2 3/4 mile and 400'.
