On 4-SUN-88 I was working the mxe sector at phl. At XA122 foreign widebody transport departed. I instructed him to 'climb and maintain one zero thousand.' he read back 'one terra tucson.' after transferring him to new york center, I was advised he had climbed to 13000'.

Title: FOREIGN ACR CLEARED TO ONE ZERO THOUSAND AND READBACK WHAT SOUNDED LIKE CORRECT ALT. ACFT ACTUALLY CLIMBED TO ONE THREE THOUSAND. ARTCC CTL COMPLAINED.
