Narrative:
Once again ramp personnel demanding brakes off immediately upon calling cockpit in pushback preparation; offending bold print warnings in the flight manual not to release brakes until checklists are done and pushback clearance is received. Person on headset doing this again refused to provide his name as is common in asia. Constant safety problem reported many times with zero solution at many bases. Who is telling people at multiple bases to purposefully ignore this bold print safety warning in our manuals and ignore safety reports? Since this is a multi year unsolved problem at many bases someone other than local people must be behind this problem that has gotten ramp people injured and killed in the past. Who is behind this; as local people always deny that they made up this idea? Called dispatcher and duty flight manager at the gate before allowing pushback to report this safety deviation on the spot so they might find who did this and refused to provide me a name.
