Narrative:

Filed IFR XB00Z. Received clearance on aircraft communications. Clearance delivery time XA30Z. Clearance received was cleared white plains, runway heading, vectors to V44 sea isle V139 riced, riced 1 arrival, 5000', expect 17000' 10 min after departure, 119.7, squawk XXXX. Listened to ATIS, wind 270/6, 29.81, turbo jet aircraft use runway 28 for takeoff. Called ground control 121.9. No reply. Called tower no reply, 119.4. Called unicom 122.95, no reply. It was our first time in bwi and at that hour in the morning thought airport closed down. Three small twins took off runway 15. We had no radio receiver on any channel. Assumed as before bwi closed. We then taxied out to 28 as per balance ATIS. Checked for all other aircraft on ground and in air. No one in sight. We left bwi runway 28, proceeded white plains. Pretaxi and takeoff was broadcasted to let anyone in airport area know of our intentions. We let down over lga. Called 126.4 and 120.8 for information into white plains, no response. Called isp approach 120.05. He gave us 126.4 and 120.8. Tried to call lga a number of times, no response. We leveled off approximately 18 DME from lga at 7000'. Copilot's windshield shattered. With the noise and upset we descended approximately 300' or 6700' into ny TCA. Lga, which we were guarding 126.4 and 120.8, came on the air. Ny center gave us a phone number to call on ground. We complied and he gave us a balance number. I called balance. Balance said when we departed runway 28 at balance an air carrier large transport was landing runway 33L and he had to go around. There was nothing said about ny TCA. Ny center had cleared us to land runway 24 white plains. Also gave us a squawk, but transponder was inoperative. After landing we checked why transponder was inoperative and found, in all the upset, windshield shattering, copilot had hit the transponder switch off, which is located on copilot's eyebrow. After takeoff from white plains, communications and transponder were operating ok, as per ny lga center. This was our second flight in this jet, year 19ZZ, which was just purchased. The aircraft was flown to the FBO company in islip, ny, for a complete radio, communications, transponder check out. Communications have a definite intermittent problem. PRETAXI AND TKOF WAS BROADCASTED TO LET ANYONE IN ARPT AREA KNOW OF OUR INTENTIONS. WE LET DOWN OVER LGA. CALLED 126.4 AND 120.8 FOR INFO INTO WHITE PLAINS, NO RESPONSE. CALLED ISP APCH 120.05. HE GAVE US 126.4 AND 120.8. TRIED TO CALL LGA A NUMBER OF TIMES, NO RESPONSE. WE LEVELED OFF APPROX 18 DME FROM LGA AT 7000'. COPLT'S WINDSHIELD SHATTERED. WITH THE NOISE AND UPSET WE DSNDED APPROX 300' OR 6700' INTO NY TCA. LGA, WHICH WE WERE GUARDING 126.4 AND 120.8, CAME ON THE AIR. NY CENTER GAVE US A PHONE NUMBER TO CALL ON GND. NY CENTER HAD CLRED US TO LAND RWY 24 WHITE PLAINS. ALSO GAVE US A SQUAWK, BUT TRANSPONDER WAS INOP. AFTER LNDG WE CHKED WHY TRANSPONDER WAS INOP AND FOUND, IN ALL THE UPSET, WINDSHIELD SHATTERING, COPLT HAD HIT THE TRANSPONDER SWITCH OFF, WHICH IS LOCATED ON COPLT'S EYEBROW. AFTER TKOF FROM WHITE PLAINS, COMS AND TRANSPONDER WERE OPERATING OK, AS PER NY LGA CENTER. THIS WAS OUR SECOND FLT IN THIS JET, YEAR 19ZZ, WHICH WAS JUST PURCHASED. THE ACFT WAS FLOWN TO THE FBO COMPANY IN ISLIP, NY, FOR A COMPLETE RADIO, COMS, TRANSPONDER CHK OUT. COMS HAVE A DEFINITE INTERMITTENT PROB. THIS IS DOCUMENTED AT FBO COMPANY ISLIP, NY.
