Narrative:
At the top of descent; we received an 'engine 1 fuel control' ECAM. An emergency was declared and the emergency equipment was requested. After complying with the ECAM and conferring with system maintenance an uneventful landing was made at with engine 1 at idle.

Title: An A319 ECAM alerted an 'Eng 1 FUEL CTL' fault. An emergency was declared followed by an uneventful landing with the thrust lever at idle.
