Narrative:

I handed off air carrier to coast area pacific sector established on the katalina tailored arrival. This arrival is in some sort of an information gathering stage. Only certain aircraft can file for it and there is currently some temporary coordination information shared between ZLA and the sct areas for working these aircraft. The hand off/coordination requirements for these aircraft are provided to the controllers as a briefing sheet at the sectors. Coordination between the newport and pacific sectors does not allow for any time for course changes. Newport fully expects aircraft on this arrival to remain on the arrival course. The pacific controller decided to vector the aircraft off the arrival farther into the newport airspace and go direct sli. I did advise the supervisor of what happened and he/she didn't feel it needed addressing at the time. Recommendation; reclarify to controllers the requirements of the procedure.
