Narrative:
We were on arrival into rno. Weather was rapidly changing. We continually were monitoring ATIS and were getting updates as to the weather conditions and runway conditions. ATIS said braking action reports in effect; wind 280/12g20 with braking action good and light snow. We were cleared for the approach and cleared to land. A military transport landed just prior to our flight and as we were just in the landing flare and about to touch down they reported braking action poor and the wind had shifted to 250/20. Landing was accomplished without incident but was outside of operational limits. This incident occurred because of lack of information in a timely manner to take appropriate action. Conditions changed too rapidly to receive the information in time to execute a missed approach. In my opinion the military transport report was incorrect on the braking action. I feel that we had better braking than the poor that was reported.
